With the rapid development of IT, the use of multimedia and Web technology is now widespread. Multimedia technology is particularly attractive due to its images, rich information and open environment. However, studies on the educational use of such technologies usually refer to economically developed regions which are advanced in science and technology. How they can be employed in education in border and ethnic regions has been given much less attention.
This paper analyses the uneven economic and educational development in such border and ethnic regions, explores the feasibility of using multimedia and Web technology for teaching in such contexts, and suggests ways in which these technologies can be employed there for developing distance education.
